[CL] Sims can't sleep and apartment neighbors continue making noise

I'm not sure if this a bug or not, but one thing I've noticed whenever playing with apartments now is that whenever there's another apartment making noise and my sim can't sleep I'll have them talk to their neighbor to stop the noise. Sometimes the noise will stop and sometimes it won't, but in both cases my sims can't go back to sleep and I end up having to give them coffee or buy a sleep replacement potion.

Even after the noise has stopped they can't go back to sleep until the next day.

This is currently happening in my game.

Neighbour is noisy, bang on door, noise supposed to stop, option to sleep still greyed out. Only way to rectify the problem is to travel to a different lot. The neighbours also appear to be noisy EVERY NIGHT.

I am running the most upto date version of Sims4, the EA App, UI Cheats, MCCC, and MC WooHoo. No other mods or CC in game.

While playing in San MyShuno apartments, my sim family encountered the Noisy Neighbors situation and attempted to get the neighbors to quiet down. They agreed to do so, but the music never stopped and continued well over the normal timeline (about 3am). In order to get the music to stop I had to go to manage worlds and evict the household. Even after doing this I still had problems with getting my sims to go to sleep. For one of my sims the only way I could fix this issue was by deleting and re-purchasing their bed which then allowed them the sleep function.
