Yes, it seems to be autonomous, but like I said before, I haven't been able to replicate it, due to not having access to tools to like... force one to happen there; though I could place one in every festival area and test it that way? Like, not in the area itself, but the place where the sim starts off before partaking in the festival events. Would that be a good route to take?
