Whenever I go to build mode or travel and return to live play the bar along the bottom of the screen is gone. I ran a repair and go rid of mods.

Is this with or without mods/cc ?
With a few that aren't broken
Please move your mods folder to the desktop, delete Documents > Electronic Arts > The Sims 4 > localthumbcache, repair your game and then try again on a backup of your save to see of you can duplicate the issue on a game with no mods.
Move your mods folder to the desktop and delete localthumbcache.package then test in a new save.
