When at a restaurant lot from Dine Out, conversations no longer have random conversation choices pop up when you click someone, instead it behaves like if the the "Tradition Social Menu" was on in the options and only shows the Categories (Friendly, Mean, Etc.) even if the option is off.
If you leave the restaurant lot then it goes back to normal.

For me this happens only while the dining at restaurant "event" is active, aka between requesting a table and paying the bill. I have access to the normal social menu before my sim requests a table, and regain it immediately when paying the bill. But while my sims have a table/are officially restaurant guests only the traditional menu is available. For me the bug seems to be about the dining situation, not the lot.
The bug creates a problem when holding base game dates in restaurants: one of the goals of the date in restaurants is often "talk about the meal" or some other restaurant related social, and those don't seem to appear in any of the traditional menu categories. At least I am unable to find them. Stuff like "Enthuse about Meal" or "Discuss Flavour Profile" normally comes up in the contextual menu when sims eat/have just eaten, but seem missing from the traditional menu, which makes completing the date goals difficult to impossible.
