I took a group of sims out to a restaurant and was there for 12 sim hours without the food arriving. I gave up in the end, I enabled cheats and reset the sims, closed the game down and tried it again but still wasn't served.
I also tried moving the tables around so they were more accessible.
I'm a console player so no mods.
