If you have your Sims go to a restaurant to eat, they will constantly get up from their table to look at the decorations of the restaurant. They aren't judging the decor, they're viewing it.
Ideas
It is not only for restaurants, my sims stops and cancells their task to view decorations. For example I sent my sim to dance and he kept cancelling it to view a picture on the wall.
