could you test if it's a general issue or related to that Sim/Dorm ?
Does it happen on a new save too ?
It must be related to the specific sim or dorm.
I tested a new save and that worked as expected. I also jumped into Becca Clarke and Julia Wright's household in my current save, and they went to class as expected as well.
I guess the most likely culprit is the dorm. Before moving my sim in, I modified Tidal Tower by adding two levels to it so that it would have more room for amenities.
Could you test the Sim in another dorm ? It does sounds like a build issue.
