The vendor there isn't working at all. I see the guy walking around but he is never at his stall.

Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- What platform are you playing ?
- Have you tried during shop hours ?
I am using mods and cc I also already removed and tried and it still hasnt worked. Im on PC. And yes i sat outside his vendor a couple hrs and the guy never showed up
