[EBN] Apothecary not attending booth

The vendor there isn't working at all.  I see the guy walking around but he is never at his stall. Edit By Crinrict: Added Tag to Title, Adjusted Title

I am using mods and cc I also already removed and tried and it still hasnt worked. Im on PC. And yes i sat outside his vendor a couple hrs and the guy never showed up

    Could you start a new save for testing purposes and see if he spawns there ?
