[EBN] Fairies still show up in other worlds with limit to Innisgreen checked

Hello, I have checked the box under the Pack Settings to limit fairies to Innisgreen and fairies (in their fairy form) are still showing up at my front door. I've tried restarting the game several ti...

Also have fairies even when checked no.... though just a few.
I have mods, but it also happens with no mods.

they mostly spawn stand on the spot a bit then fly 2 tiles or so and de spawn... but it is unwanted.
