The glossy effects generally don't work on low settings. Since you have Subject (= Sim) on low that's the explanation of that. That's not a bug, it's for performance reasons.
Do you have the effect not at all if you have no glossy lips ? Can you check if it make a difference if you set Subject to max setting(just for testing, you might need to turn it down again depending on your computer)
I changed the graphics settings
and.....
it worked! I assume the gloss effect is moved from the makeup graphics and applied to the 2D graphics (in layman's terms).
I also did a hard reset, and changed the graphics to these graphics: (the ones below)
so it seems to be an issue where the makeup gloss is applied to the 2D hair textures, i'd wager to guess with my fairly basic understanding of programming.

I don't think it has anything to do with the lip gloss. Tested with your settings and see a glow without any lipstick.
Do you only have it if you have lipstick on the Sim ?
Seems to be the lighting setting set to low that makes it appear/disappear.

(Edit: I got it! You mean you tested it with the lower settings, and the sim didn't have to wear lipstick for the hair to be glossy.)
As for the second question: The gloss effect on the hair appears without lipstick, too
See? The hair is still glossy, whether the sim is wearing lipstick or not.

I don't think this dress is supposed to be glossy either...
