Weird, there has been my another comment about my investigation discoveries, and now it's gone. Re-posting, maybe someone will find this useful until the fix arrives (if it ever does):
Looks like it's not mods in general that triggers it, but rather a specific MCCC setting: changing the game time speed using MCCC mod. Well, at least for me.
Click on Computer in Live mode -> MCCC Settings -> Gameplay -> Game Time Speed (set to 50, default = 25)
However, when the ECO expansion's disabled, the issue is gone, even with the game time speed changed. So I suppose the issue is on the intersection of these two. Each time the notification pops up, when you click OK on it, it opens the Freelance Maker's gig selection panel, with all options greyed out. So it's about that particular branch of the Freelancer job, I guess. (I don't own the DHD expansion, so cannot verify that.)

Well, you might be onto something. I don't get the popups anymore, i was wondering what i might have done to solve this and i indeed reverted to default settings for game time speed a few weeks ago. I didn't disable my ECO expansion though, but i do have it. I'll go report this on MCCC discord when i get the energy to do so ^^'
