As mentioned I have the same issue however I have noticed that when my sim visits the space there is always a mailbox in the corner of the lot which I delete every time. When the space is a Maker Space some sims do visit and have titles such as Recycling Guru, Maker Mentor and Master Crafter. They are always at the maker machines and never venture to any other part of the space.
Also, a N.A.P. Inspector always comes by the space and leaves with the following comment: " Well done! Looks like this household is in compliance of all active Neighborhood Action Plans. You'll see a reduction in your next round of Bills as result of your commitment." I thought this was only on residential lots?
Maker Space is the only community space that has visitors. No other one does. Marketplace doesn't have anyone tending tables either....thought I would mention what I've noticed in case this helps.
