Indeed. In the overview of mitchsimmer's mod to fix this issue, they wrote:
My Guess is that EA copy and passed the same files to all the community lots and accidentally deleted the roles for the lots like the crafttable vender.
It's crazy that this sort of bug hasn't been resolved by Maxis as soon as it was discovered.
Unfortunately the mod doesn't populate vendors for any space other than for the community market but it's still way more useful than anything EA have done about this problem in the over nine months we've been having it. It's ridiculous that for sake of changing some code to put things back to how they were it's taking as long as it when a modder can figure it out and offer a part solution in less time than EA have had while they (EA) have just broken even more of the game 🙄😡🤬
