I am having a very similar problem in my current save (fully updated - xbox series x) with a lot in Ravenwood that the community voted to designate into a "Marketplace" lot type. Since the vote, no vendors come to populate any of the tables or food stalls. NPC sims do spawn to visit, but never as vendors. I do not have any other lots of that type to test against at this time.
