My Sim owns a restaurant in Newcrest. It is the only lot in the neighborhood. The lot is showing that N.A.P.s are active when there are no other lots or residential lots in the neighborhood. My Sim isn't allowed to influence the N.A.P.s in the neighborhood because my Sim doesn't live in the neighborhood.
