I have this problem too and I play on the PS4.
It's been taking me about 3 hours I think to get into my main menu while I'm on my phone waiting for it to finish up on the blue screen but it stays stuck on a very little amount of a load bar for 3 hours, my phone's hotspot is being wasted, although my game size has recently become 500.2MB so I'm not sure if it's causing these forever load times to get into my main menu to resume playing.
