This happened to me on a community space (marketplace) lot. If I try to bring a sim there, it won't let me and gives me the error code 123. I can access the lot via build mode, though. I think it might have something to do with the fabricator too. I can't delete it, but I am able to delete everything else. So, I replaced the lot with a copy from my library but chose "unfurnished". I then refurnished it without a fabricator and now my sims can visit again.
