I'm also having this problem.
Steps to reproduce:
Start with a freshly repaired game, mods disabled. Create a new save, randomize sim, move into The Shipping Views in Evergreen Harbor. Introduce sim to new players until you have enough Influence Points to vote for The Waterfront to become a maker space. Visit new Maker Space, save and return home. From the Shipping Views lot, click on the Waterfront and choose "travel". The game errors.
