I'm having the same problem, but I managed to be able to play my sim without kicking them out of the household (only one sim in household) by turning the lot into a generic lot (I removed the fizzing stations because that's the only station I interacted with before the error started, no idea if that was even relevant)
no more error, I can make candles :D
- No mods. did not restart. did not repair game
