Ideas
Point 1. no mods/cc; Point 2. PC; Point 3 no scenario, so part 2 is Yes; Point 4. I was not paying enough attention so I am not sure. I think no; Point 5. These are new Saves, at least 4 different attempts, with each previous Save being completely removed. Tried the Launcher's repair, did a complete check of my computer and wiped all old saves including any building that had been made during the effected attempts.
Since these post are one topic each, it is difficult to know what other "time" related events are relevant to this issue. i.e. I had the clock Freeze, and all Sims (NPC and Played) would keep repeating their action. Then the Clock would jump and seemingly correct the time.
