My sims do it at all times. Can't have a conversation or anything without someone tapping on their phone. I keep expecting one of my sims to die because they use their phone in the pool or the shower. It's like they all have the celebrity quirk and are phone fanatics. But it doesn't matter. If this gets fixed they will do it on their slablets, or switch to dancing, always on the pc, exercising, drink making, painting or whatever else. If I take one thing away they just move on to doing something else excessively.
The real problem is "Obsession", and that is what needs to be handled. A limited amount of autonomous time allowed daily for all of these things unless they are player directed to do something past the allowed time.
