Excessive Idle Phone Animations

This was added to the laundry list but is it actually being fixed? The laundry list says that sims will not longer use their phones while jogging or swimming. However, this doesnt address the issue that sims are using their phones in the middle of getting married and in situations like in the screenshot. If this is truly only being addressed in water or while jogging, it is not fully fixed.

Indeed, the laundry list description indicates it’s not being fixed, only made less blatantly broken.
I still think a minor trait would make this bug into a feature. Deactivate all idle phone animations, until a Sims uses a phone up to a threshold, then unleash the animations. That would give texture to Simfluencers and terminally online Sims, while leaving the cottagecore Sims in peace.

We already have at least two ways a sim could be "terminally online" one is a lifestyle [SE] (it's the opposite of the technophobe I just can't recall the name off-hand), and the other is a fame quirk I believe. A aspiration store trait would be great if we wanted Sims to be obsessed. It makes playing elder sims or any historical play so difficult, not to mention the original post (werewolf).
