Exchange Vows Grayed Out on wedding arch/No partner around

Had trouble getting the couple to perform vows at the arch. It says partner wasn’t near when they are both standing by the arch. Nothing was in the way. Had to restart game now for it to work? Edi...

I noticed lately on my pc anytime i try to hold a wedding at the arch it says your engaged partner isn't here and yet they are standing right next to each other. I use no mods or anything.
