Exchange Vows Grayed Out on wedding arch/No partner around

I am having a similar issue. My sims can't get married at all. When I click on the arch, the option to get married is greyed out. And the option to elope never shows up for me. 

Sims team, please fix this now. I can't play the sims because of this and several other issues that are affecting several other game features on other saves. 

My sims can't get married. The option to elope never shows up. And they can't use the arch. When I click on the arch, the option to get married is greyed out. And when I hover over it, it says the other engaged sims isn't on the lot, when in fact they are standing right next to the sim. The bride also changes her outfit to something random when the wedding even begins.

This has been going on since y'all "fixed" My Wedding Stories. My game was working perfectly before then. Can updates please be optional since they break people's game? 

In addition, my actor sims can't finish their auditions. 

And Sims can't dine out. My sims can't request a table. They try and request one and nothing happens. They are not seated

I was trying to have a social event wedding to finish the grim event and the couple who live together couldn't use the arch to get married or get married under the relationship tab where it gives the get married option. I rest and changed the arches, reset the Sims and cleared all their marriages even though neither have been married. Guests had the "waiting impatiently" in their queue. I have no mods or cc in my game so it's definitely an EA glitch. I quit the game and repaired it. Went back, tried again and same crap. I just quit the game. 

Having the exact same issue. I've tried restarting the game, repairing the game, and even restarting my PC. I've also cleared their marriages multiple times and it continues to be greyed out. No CC is being used in my game. Always says that the their fiancé is not around or that they need to get engaged first. This is a bummer because I'm playing my sim self and my irl partner :(

i found a work around for this if you click on the sim you are trying to marry and go to romance exchange vows should be and option. so frustrating you can’t do it under the arch but at least you can get married.
