EA and Maxis, Khlas is correct. In order to properly fix the eye issues in the game, you will need to fix the eyes. Editing individual animations is just not gonna work properly. Not only that, that is a much more tedious approach in general. You have to get to the core of the problem, and that is the eyes themselves. I strongly recommend reverting the eyes back to how they were just before that Lovestruck patch that broke them. At this point, I think that would be the easiest way to resolve all these eye bug issues.
