[S] Father Winter appears at far edge of neighborhood instead of on lot

Vanilla game.

It used to be that Father Winter appeared near the lot mailbox, if there was no fireplace. Now, he appears at the far edge of the neighborhood and walks slowly to the active lot. In a big neighborhood this can take up his entire allotted timeframe. 

He's leaves via the mailbox. Which is as it should be, if there is no fireplace.
