Fences not showing if next to stairs

Fences do not display if they are adjacent to stairs. If you draw a fence on a line which has stairs in an adjacent block, you can tell it successfully places the fence (from the sound effect) but the fence is not visible. However, if you delete the stairs, the fence becomes visible. Deleting the stair railing does not solve the issue, only deleting the actual stairs does. This issue is consistent across all lots and all stair, railing, and fence styles I've tried.
