Flashing Highlight for Likes/Dislikes and Traits Icons not going away

I have all the DLC , including the 13 Maker Pack, and no mods installed. Just starting a new game is enough to see this bug: the icons for the trait categories, likes/dislikes, and turn-ons/turn-offs all flicker constantly. I have already tried clearing my game cache files, but the issue persists.
