On return from a vacation in Granite Canyon, some grilled chicken that my sim had started to cook on a grill there ended up in the household inventory. I put it on the floor in Build/Buy, after which it could no longer be targeted in Build/Buy. In Live mode, my sims could target it with the choices Resume Cooking and Throw Away, neither of which accomplished anything, so it became a permanent floor decoration.
The partially cooked grilled chicken would not go on a counter. I did not try to put it on a grill before putting it on the floor.
Edit: After loading the save from just after returning from vacation, the grilled chicken can not be put on a grill, or sold from build/buy. It also did not show up as being recyclable on Guntdach Home Recycler. So it is either permanently resident in household inventory, or placed as a permanent floor decoration.
