[FR] [CD] Pet Adoption Drive: Pets from other households spawn as stray

While living in a residential rental and the 'pet adoption drive' takes place, pets from other households I've played spawn on the property the the red stray title above their names. This has happened multiple times as I love playing with Sims in residential lots.

Could you please provide the following information

- Are you using mods/cc in your game ? Please remove them and test without them if you do.

I see many different threads, some closed, reporting this issue. I'm having the same bug. I do play with mods, but don't see any conflicting and it's present in different saves with different mods folders. I believe this is an EA bug.
