[FR] 'Not Expanded to OPS' when trying to place roof/Deleting floor on rental

Its back... took out my relatively small mod folder and made sure I disabled CC and Script mods in the game settings just to be 100% sure it wasn't a conflict from any CC/script, relaunched the game ...

Every time I try to place a roof, set a floor by room, I always get a not expanded to ops error and it will not allow me to do whatever it is. I’m trying to do. This just started in the last day or two.

Update: I have 4 units on a residential rental lot. I had to remove the stairs from the last 2 units that I created in order to be able for it to work properly. I have not finished to add the stairs back yet. It seems like the stairs were the cause somehow.
