[FR] 'Not Expanded to OPS' when trying to place roof/Deleting floor on rental

Its back... took out my relatively small mod folder and made sure I disabled CC and Script mods in the game settings just to be 100% sure it wasn't a conflict from any CC/script, relaunched the game ...

I have the same problem. And no, I do not use any CC or mods. 
However, changing the roof is working if I only change one thing (the size in only one direction for example), then travel with my sims and if I return the change is applied even though it said "Not Expanded to Ops" earlier. This is not an ideal solution if you want to make interesting roof, as it takes a long time to travel back and forth with your sim.
