When you first buy a solar water heater it will state that it's hooked up and working. After one use (or after the sun goes down) It will never recharge again, and you'll always have cold water. I haven't tested it on the grid but not sure why you'd use a solar water heater if you had power. I also haven't tested it in all worlds. Only Tomarang, Ravenwood and Nordhaven.
Own all packs, tested without mods (in Nordhaven) to be sure.

The Solar Water Heater came with For Rent. It does say it only works when the sun is out, but you'd think it would store a bit of hot water in that tank on top. It doesn't matter if you're playing on or off the grid, you will only have hot water during the day and only if the sun is shinning. I assume this is intended, but... not a clue.

Since - presumably - it's purely a passive water heater and doesn't actually "charge" in the same way as the solar panels, I'm not sure what it actually does off the grid (or on the grid). Either way it doesn't use electricity. So, at least on a sunny day - while the sun is up - you should always have hot water. But, no. Seems like a neat idea poorly implemented.
Thought that was an Eco thing.. too many objects now.
Even if there is positive water production, all showers are cold (even Quick and Tepid showers give a Cold and Wet moodlet, and Cold Showers are always available even without stored water, while other shower types other than Quick and Tepid are never available even with stored water during daylight hours.
I believe I am having the same or a similar issue. I never have hot water on my Off-the-Grid lot. I have a save file where I am living on the Admiral's Wreckage lot in Sulani that came with Island Living. Even when there is a surplus of water I can't take a normal shower or bath. I can only take a cold shower/bath or a quick & tepid shower/bath if the appliance works off-the-grid. I added the solar water heater from For Rent and it worked for probably one day before I no longer had hot water. I also have the hot water heater from the Restoration Workshop Kit to see if that would help but it didn't.
