I can see this thread is under investigation. I am having the same issue. My sim is a landlord and I have Game Pack Rental events both options turned off yet my tenants will revolt, have tenant events such as fixing water leaks and these will fail.
For example, a water leak occurred and my sim went over the fix. The tasks were 1. Fix all broken objects and 2. Mop up 7 puddles. My sim repaired the two objects that were broken and there were 6 more hours for her to mop however, as soon as she finished repairing the second object, the event ended saying she had failed this. There was still plenty of event time left and she hadn’t left the property. This has happened previously with another file and another tenancy event.
Fingers crossed EA fix this. The tenancy events just take up too much sim ingame time and effort.
