I didn’t know this was a separate issue thought it was tied to the original bug 😅. I have this problem too. PC windows 10 dx9 never had CC or mods.
And I can confirm that (at least prior to the Jan 13th update not sure about after that) that uploading it to the gallery from my library does work with no error.
