I get the same error, but it doesn't save to the library
That sounds like a separate issue please report it on a the correct bug report.

The saving to library time-out bug seems to be quite similar. It also tells you the connection timed out even when playing without online functionality.
Sometimes the lot also ends up saving to the library if left alone, but it is unreliable and takes a frustrating/unknown amount of time. It is likely the two bugs are related (but who knows). The saving time-out issue doesn't occur for households in my game.
I did find a fix for the inability to save lots to the library for those who end up finding this thread while googling the issue like I did:
1) Enable memory boost in other options (requires DX11).
2) Make sure to verify TS4_x64_fpb.exe is running in task manager when you restart the game.
3) Double-check if the function is enabled in-game by opening the cheat console (ctrl + shift + C) and typing "version" The first line when you scroll up should state (FPB) after (DX11) (64-bit).
Saving lots is actually a bit faster this way than it used to be in my experience. This was the only solution that worked for me (so far) whereas disabling mods, playing with/without online functions and emptying mydocs etc. failed.
I do hope the other versions get fixed too since memory boost is supposed to be in early access, not mandatory for baseline functionality like saving lots.
