I am having the same issue. Timed out during upload. Please check internet connection or try again in a minute.
I read somewhere I had to switch back to DX9 (sorry I don't find the post anymore) but to do so I had to disable the memory boost and that solved the problem. Without the memory boost my pc can upload lots to the gallery. With the memoryboost it is so slow that the building isn't processed fast enough before the times comes. So the memory boost caused this issue for me. I play on PC with a few mods.

Just tried disabling Memory Boost and that worked for me as well. Thank you so much for sharing this fix -- I've been getting so fed up not being able to upload/save anything to the gallery! Hope it's just temporary
