I have been having similar issues for months now, when I go to save lots (small or big) it takes 1-3 minutes to load, then after that it comes up with the "timed out during upload" pop up. Its getting so frustrating that i have spent many hours on these builds and spent hundreds on a game that doesn't even work properly. People online said to wait 5-10 minutes when the "timed out during upload" pop up appears then the lot should save to gallery, this worked before January but it doesn't work no more. The same notification pops up if i try to favourite a lot for the online gallery as well.
I have never downloaded cc or mods, i have just bought a brand new laptop just for sims 4 so I have plenty of storage and its not a software issue.
