Game won't allow me to build anything under, " Walls and Empty Rooms" Tab

I am playing on the Xbox console version of the game. In the recent days I have noticed I cannot build walls on my lot. I own a vet clinic in the game and the walls will not build there either. I also cannot delete any walls, place foundations, fences, half walls, and roofs. The game will allow me to apply wallpaper to the rooms and walls. It will also allow me to place floor patterns to the floors of my rooms. I red box appears near the objects stating "can't find object" or when I try to delete the object "nothing to delete"
