Same thing is happening here after the major update.
I already reinstalled, clicked in repair, excluded my saves and nothing works!
My sim still sits in the chair, the designer starts working on something; sometimes he makes a mistake on the first try, sometimes he doesn't, but in all cases, he gives up, and the action is incomplete, and neither is his career mission. My Sim's action bar is stuck bugged until they exit the career path.
