Celebrities only have standard greetings available. You can't attempt introduction, get an autograph or a picture. I did go into a celebrity household and all their rewards are still in place. It's just other sims greeting them that seems broken.
This occurred in a newly patched existing save and a fresh save.
Playing on PC. Never any mods or cc. All packs owned, except some kits.

I tested this on my save and have them available. Does it matter what level they are on maybe ? Did you create a new Sim on the new save ?
No. It was Judith Ward and Thorn Baily. The first save was one created before the last two patches and the new on was today. I changed households. Changed sims, but got the same results in both saves, when trying to great a celebrity. I'll try and do a game repair tomorrow and see if that resolves it.
I did a game repair. It's not the greeting that is missing. It's the celebrity label. All other special sims have their labels, except celebrities and tourists. It's across all games old and new.
I have this too. It's in a brand new save I created after the update yesterday. Thorne Bailey has the fame shine effect and is flagged by paparazzi, but he has no fame label above his head.
All mods have been turned off and removed from the directory and the cache files deleted.
For me they look like this. So don't seem to the red tag but they do have their rank.
Do you have the interactions now or still not ?
This is a new save.
I tried to test tourists too but the game doesn't seem to want to spawn any :D

I hadn't had much time to test lately.
Went into the save today and still no proper greetings for celebrities. I remembered that I had fame turned off. Turned it back on and labels were showing again for celebrates but the main ones still did not have the right greetings. I made a new save with fame on and this fixed the problem. Celebrities had their proper greetings again. My conclusion is that it is some kind of glitch when I updated. Turning fame off in the past did not affect the in game celebrities for me, just stopped new ones from being created. Tourists still aren't labeled for me, I am starting to doubt they ever had a label in the first place. You can still tell who they are by their clothing choices. :P
I'm unsure too. Maybe just the ones on the science lot had tags ?
Is it fine still on the new save if you turned off fame again ? Maybe it's an issue with fame turned off.
Finally got a chance to test this today. If I turn fame back off everything is fine. Celebrities keep their tags.
