To be sure, this is a save you've been playing for a while ? There's a few reports that the event doesn't show up the first week but then should work fine.
Since you are a mod user, could you test if the same happens if you play on for another week or two without them to see if it then appears ?

Could you test if it works if you temp replace it with the original lot ? Save yours to the library and replace it with the game one.
