I can also report that this issue is not specific to just nighttime.
In San Myshuno pretty much all of the apartment/penthouse shells have much brighter lighting to them when compared to the playable floors. They are very visible even in daytime.
There's also this egregious case of the Fashion District penthouse shell building having some weird lighting/shadow issues going on with it.
