[GRO] Infant don't act on their achieved milestones when invited over/visiting

So I've notice whenever I play a household and get a milestone for an infant it goes away if I play as a different household and vice versa. In saves the milestones for that specific household, if I’m playing that household but it doesn’t save when I switch. I have saved and repaired my game several times, still nothing

Side note: I have two families who have infants and I wanted them to play with each other. Both have achieved sitting and crawling but only within in their households so the other infant will just lay on their back if in the same area.

Never cc or mods, Win 11 PC. I, the sim visiting, is friends with parents of infants and toddlers. I will watch infants get "milestones" they already have. I know because I got both infants all milestones completed before I played a different household. I see no notifications except for what the infant does so I know that's what happening. The infants still (even after an obvious milestone action) will not sit, standup, scoot, crawl, eat in the highchair, dance, nothing... they just lay their waiting to be cared for. I play rotationally, I hear that doing so does make a difference, I have the neighborhood stories off except for friends/romance. The same thing occurs when other family members visit the infants, or if the infant(s) and their family are invited over to another family members or friends home.
I also do not have all the packs. if you want to know which one's I have, please tag me and let me know, i;ll provide a screen shot.

I had my infant befriend other infants. Both infants can crawl in their active households, but if you invite them to a party they lose all their skills.
For example, if I invite an infant who can crawl to a social event on my lot, they will no longer remember how to crawl. And vice versa. It's very frustating.
