I'm having this issue across different saves, my sim works on infant milestones nonstop and the infant never actually progresses until I quit and repair the game. I have to do this every 5 minutes to progress at all.
Also any infant interaction can trigger last exceptions, today specifically it's anything to do with the play mat. My sim also freezes and drops the command to change the infants diaper.
