I had this issue today in my fully updated game. My infant achieved the sit up milestone multiple times, but it does not register and I cannot progress further and try first food for example. I tried resetting the infant, did not help. Super annoying.
Try removing the infant from the household and then re-adding them. (either using testingcheats or the household management tool). That's been working pretty well for me, and lots of other people too. The bug will probably come back if you travel to another lot with any sim in the household, but removing and re-adding the infant to the household again should fix it again. It's a pain, but it's a fairly reliable workaround.
