I'm having this issue constantly in my legacy save. Fully updated, vanilla game, no mods or CC, and still a persistent bug as of 29/03/2025.
First households/generations seem to experience it less but it gets more common/stubborn with established saves/rotational households.
My current household has a toddler sim with maxed skills. Some milestones have unlocked, but following milestones have not unlocked despite all the criteria being met, nor can I cheat skills down to trigger them as a workaround because this cheat no longer registers:
- Max Movement (NONE of my toddlers can get this one - they're always top notch infants so I think the game is not counting the bonus skills rewarded for this trait towards fulfilling the criteria for the milestone)
- Learned to Run
- First Friend
- First Time Daycare
- Learned To Dance
- Max Communication
- Studied Letters
All the threads reporting this have been archived but the patch fix hasn't actually corrected the issue.
