I am also having this issue- it starts happening after a parent loads into another lot and comes back. it will show the infant is going to get a milestone but it doesn't complete. I started having this issue after purchasing lovestruck. It will resolve if I exit to the main screen and load back into the family but that,s annoying, my current family owns a vet clinic so they leave the lot every sims day..
