I am also experiencing this issue with the toddler movement milestones and stand up milestones not being awarded despite maxing the skill and knowing how to walk/run.
Edit: I was able to get the max movement milestone by cheating the skill down to 4 and re-learning it to 5 again. I was not able to earn the stand up milestone despite many interactions.
Edit 2: I have only been able to earn the stand milestone once there is a bench or couch on the lot. I had the adult Sim interact with the infant Sim many times, repeatedly over 3 Sim days and the infant Sim only earned the stand milestone after I placed a bench on the lot. Perhaps the stand milestone has a bug in its interactions?
